There are hundreds of people who are nominated for the Nobel Peace Prize every year, so there are definitely some weird ones.

Because almost anyone can get nominated, there are plenty of ridiculous nominations, the most obvious one being Hitler. Hitler was actually nominated in 1939 by a Swedish politician, E.G.C. Brandt. While he had never intended it seriously, and later withdrew it, it's still down in the records as a nomination.
Stalin was also nominated (twice!) in 1945 and 1948. There's never really been any major controversy, because it's literally so open. (Edit, see below) The group of people eligible to nominate is massive, and it would really only matter if they were seriously considered (and, as far as I know, that information isn't made public).
The Nobel Foundation maintains a searchable database of all nominations from 1901-1956. They also have a separate discussion on the case of Mahatma Gandhi, posted just more than 50 years after his assassination, going into some detail on the times Gandhi was nominated and the deliberations/reports from those years (Gandhi never received a Nobel Peace Prize).
