That is not really a question one can answere. Its like asking who was better, rommel or patton? Then you will inveriable get into a debate about how they didnt have the same resourses on hand and so on.
The fact is that the you can deside who the better general was just like that. Let me give you an example. Pompey vs. Cesar. Old Pompey defenetly lost to cesar and his veteran legions. But what if it had been young Pompey and his legions vs. Cesar and his green legions from before the gaul campain?
Now stengths and weeknesses is somthing that can be discussed but i dont know enough about nither wellington nor napoleon as gerenrals in the field to begin a discussion about that.
