Why has the population of France not increased like that of other powers during the XIXth and XXth cent.?

A huge percentage of it's young men were killed off in the Napoleonic Wars and the First World War, more often than not before having the two children it takes to maintain a population size from one generation to the next, much less any more children than that to allow for growth.
