No, no nation in the world could have taken on both the French and British navies in their home waters. Both navies were primarily based around battleships which would be a disadvantage in theatres like the Pacific but in the north sea this advantage was negated by land based aircraft.
The only other significant navies in the world were: Japan, which was on the other side of the world and in no position to enforce it's power. Italy, which was occasionally able to break it's blockade to supply it's forces in North Africa but would be unable to permanently break the blockade. USA, the only one who would have a chance but it would be outnumbered by more experienced crews who are fighting close to their home bases. Meanwhile the US loses it's best advantage of having more aircraft carriers.
