Were there any incentives for white Americans to settle the Philippines during its American occupation?

Why weren't there more white settlers like what happened in Hawaii?

For settlers? Not that I know of. But the fertility of the land and the ease of growing fruits, vegetables, or other plants was certainly emphasized. I guess that was enough of an incentive for U.S. administration of the Philippines. For people who worked in the administration or as teachers, there was the obvious incentive of a considerably better salary than at home.

It has to be noted though that large-scale settlement was not an objective of the U.S. administration. The conditions in the islands were not suitable for the kind of settlement happining during the Westward expansion or in Hawaii. The Philippines were densely populated and the Philippine War and its aftermath proved another obstacle for settlement.
