Clarification requested: do you mean independent bounty hunters outside Allan Pinkerton and his agency, or do you mean all bounty hunters including the Pinkerton agency? Outside the Pinkertons, I don't think people pursued bounties as a career until later—most bounty hunters were taking opportunities as they presented themselves.
