I don't believe there was any nation powerful enough to do so. The Ottoman Empire had turned into a republic, and was recovering from losing a brutal war. Saudi Arabia wasn't quite in its current form. The other Arab/Muslim nations nearby were either colonies of European powers, or too small/weak to establish a Caliphate of any sort.
