It's a ritualized expression of mourning, sadness, or repentance. I don't know if we can really come up with anything deeper than that, societies invent stereotypical ways to experience these things, and there may be no better reason for the tearing of the cloth than there is for a 21st century American to wear black to a funeral - because that's what we do.
