He picked a bunch of friends and colleagues to be in his cabinet. Most of which turned out to be either really lacking at their job, or horrendously corrupt, or both. Because he handpicked them he was ultimately viewed as responsible for their misbehavior and it reflected really poorly on him as the leader of a country.
