What do you mean by annex? Are you asking about statehood here?

Hawaii became a state because it was granted statehood by the U.S. legislature and voted to become a state.

Puerto Rico has never had a majority vote wishing to become a U.S. state though there is a federally supported referendum in the works.

I don't know what you mean by "ignore" but the other places you mention have populations of about 50,000 - 150,000 and wouldn't likely be considered for statehood as they would be vastly overrepresented in the senate.
