Did the British Empire only have, at most, 30,000 UK soldiers stationed overseas?

I can't remember where I read it, but I've not been able to find a source to support or dismiss the claim.

Note that I'm not asking about 'British' soldiers, but soldiers from the United Kingdom itself.
