If Britain referred to itself as an empire in the 19th/20th centuries, why were the monarchs never styled as "Emperor" or "Empress"?

The British royals were emperors of India Queen Victoria's titles was Her Imperial Majesty The Queen-Empress. Ruling India was what made the royals emperors and since Britain came first they were always a king/queen first and an emperor/empress second.
