How old are birth certificates for common people? Which civilization had them first? When did they become common in Europe or the Americas?

Speaking for the US, vital records (birth, marriage, death) are recorded at the state level. Mandatory recording is a lot later than you'd think; there was some mandated recording as early as the mid-1800s, but some states (Mississippi, I'm talking about you) did not require registration until 1912 and didn't get complete compliance until the early 1920s.
