What's the latest into his rule that Napoleon could have stopped waging war and gotten 'away with it'?

On November 9, 1813, Count Metternich of Austria offered the Frankfort Proposals to Napoleon.

The latter had just arrived back in Paris, after his defeat at Leipzig, a retreat through Germany, and having been abandoned by his former allies.

The proposals would still have left France with substantial territorial gains along its Western and Northern borders, and most of its colonies.

In fact, they were far too lenient for the British, and the Prussians and Russians did not like them either. Whether they would have been adopted, if Napoleon hadn't refused them outright, is therefore an open question.

They may not even have been meant entirely sincerely by Metternich, but had Napoleon accepted them publicly, the Allied Powers would have found themselves in a difficult situation:

reveal their duplicity and be responsible for the continuation of the war, or accept for real what they had only meant for show.
