Why didn't Germans, unlike almost all other historically influental cultures, develop any notable organized crime syndicate?

Of course there is, and has been, organized crime in Germany.

A relevant example: prostitution and related crimes, like the trafficking of young women.

It just never got so pervasive as to become politically influential, and part of popular culture, like in Italy. It also was not exported to other countries. Quite the opposite: you will e.g. find Russian, Italian, Albanian, and Arab crime families dominating large parts of organized crime in Germany.
