To what extent can Mao be considered an anarchist?

Despite the fact that China was Communist nation I've heard from a few historians that Mao actually had very little 'domestic policy.' It seems that at certain times, such as the Cultural Revolution, the 'revolution' was guided by forces other than the government, such as the Red Guards. How true then would it be to say that Mao was an anarchist?

Well Mao was only really behind the "Anarchist" portion of the cultural revolution for a small period of time. By 1968 he got tired of the whole red guard movement (which is probably the most anarchist) and ordered its leaders to disband the movement in summer of 1968. In the 1968-1969 period he sent in the PLA to crush those red guard factions who refused to disband.
