If Hue was the "political and cultural center" of Vietnam, why was Saigon (Ho Chi Minh City) made the capital of the unified country after the war ended in 1975?

I'm reading Frank Snepp's "Decent Interval" and he says that for much of Vietnam's history, Hue was its "political and cultural center." Why, the, did the North Vietnamese not make it the capital after the war was over?

Just a slight correction, Hanoi is the capital of Vietnam, not Ho Chi Minh City.
