Given Coolidge's reputation as an advocate of limited government, does the data surrounding his use of executive orders suggest he did not practice what he believed?

After tracking SOME of these down, a great many of these orders seem to be land management stuff. Establishing preserves and stuff. So far I have yet to find a complete list. IF he was only doing house keeping on federal land, then this does not counter the idea of him being small government. But one would have to go through all 1200 of them.
