We don't handle counterfactual questions here (that's a job for /r/historicalwhatif). While your title question falls into that category, the question in the body doesn't. If you want to resubmit that question framed that way (Why is there a difference between Anglo-America and much of Latin America in this regard) rather than as a counterfactual, you'd have more success here. Though you may want to search the subreddit for similar topics. I believe this has come up before, but it doesn't seem to be in our Popular Questions at the moment. I might need to add a section on this later.
