Definitely. There were serious royalist uprisings during the Revolution and during the First French Empire as well that had to be, sometimes, violently suppressed. Their intention was to restore the Monarchy to the throne of France.
In addition, following both of Napoleon's abdications in 1814 and 1815, the Bourbons were restored to the throne of France, and after Waterloo would remain on the throne for 15 years, failing to undo most of Napoleon's changes to France before being torn down in the Revolution of 1830.
