It was broadcast live in many countries, but TV coverage in Asian countries was very spotty back in the day. Back in 1969, there was TV coverage only in a single city in India - New Delhi. By 1972, coverage was extended to two other cities - Bombay and Amritsar. Doordarshan (India's equivalent of PBS) was the sole broadcaster at the time, and they only broadcast for a few hours each day. News coverage consisted of a single 5-minute program each day.

So no, people in India did not watch it live on TV. However, Indians were well aware of the Apollo program and it generated much excitement. Many Indians followed the Apollo landing live, but it was on radio, not TV. Voice of America was very popular throughout India, and they provided live coverage of the Apollo 11 landing all through Sunday night / Monday morning. It was early Monday morning on July 21, 1969 in India when Apollo 11 finally touched down on the moon. Newspapers all over India covered it as front page headlines that morning.
