Would it have worked better for the Nazis to let the Soviets attack first?

There can be a lot of conjecture on whether or not it would have worked "better", but it was never seriously considered. Hitler was not a passive actor. He knew that what he wanted was in the East, and his theories on how the strong take from the weak wouldn't allow him to just wait. He was also dizzy from success in the West, and expected a Russian collapse like in the First World War. But this time with the mobile resources and numbers to sweep the hapless Russian armies all the way to the Urals.
