I don't have the answer but I'd like emphasise that there are two faces of the coin.

On one hand, the German/Prussian ambassadors stayed outside of the room in Versailles where the treaty was being signed, so you could say that this is a totem of the humiliation imposed to Germany. But on the other hand, Germany never admitted her defeat (and actually they had not surrendered but rather signed an armistice).

So, if you remember the French state of mind "la der des der" (the last (war) of the last) which meant that people (not politician) were expecting this war to solve the differend with Germany/Prussia once for all, you could say that the Treaty of Versailles did not meet at all those expectations: Germany did not at that time really acknowledge their defeat and the humiliation did not help.
