Philip Dwyer's recent two volume biography of Napoleon has excellent coverage of the political aspects of Napoleonic rule. It's highly critical of Napoleon, but unlike other historians who cast aspersions against Napoleon (Schom, Schroeder, Kagan), Dwyer contextualizes Napoleon as a historical figure and finds that much of what he did was congruent with the policies of previous French governments.

Napoleon and Europe edited by Philip Dwyer is an accessible anthology that covers a wide variety of topics including the various areas occupied by France. Europe Under Napoleon by Michael Broers is about to be republished soon and it is also an excellent survey of Europe under Napoleonic rule, particularly Broers's concept of an inner and outer empire.
