Air conditioning during the Vietnam War

I just remember a professor, who liked to think he was was there, mention that while the US was involved, a full 20% of the country got air conditioned, where there was no air conditioning before. Whatever that means.

Thinking back, I'm wondering if there might be some great stories and specific history behind this stat.
