I'm talking about families or persons who would be considered in the top 0.1%. Were luxuries or other services still available for purchase? Would you receive negative or different treatment? Are there any other notable facets?

If it is feasible to you, visit The Little White House in Warm Springs, Georgia. This is the house used by FDR when he took his polio treatments at the Warm Springs Polio Hospital. Roosevelt visited this home before and during his presidency and some say it inspired some of his New Deal programs, especially the Rural Electrification Act.
I think this would give a good idea of what a vacation cabin for the class you are looking at would be like and you can extrapolate from there to what normal day to day life would entail.
