That hadith comes from Tirmidhi, who died in 892. There's much debate about the date of origin for hadith, particularly ones involving complex rules that may have been fabricated, but in any event its inclusion in such a text in the 9th century is indicative that it was a known and religiously required practice in 9th century Islam for both men and women.
