I've seen posted before a letter that Gandhi wrote to Hitler urging him not to start a war. The letter is dated 23 July 1939. I am wondering two things. First, how likely is it that a letter sent 23 July 1939 would make it from Wardha (?), India to Berlin, Germany by 1 Sept 1939? Second, do we know whether Hitler received, responded to, or reacted in anyway to this letter?

Gandhi wrote two letters to Hitler.
The letter you mentioned and one that was written on Dec 24, 1940. Read it here, page 453. It's much longer.
Both letters were suppressed by the Indian government. Neither reached Hitler. I can't find any actual documentation of this being true, but I've found several places that reference it here, here and here.
