It was a part of the Hittite Empire but it was either invaded by Myceaneans or settled by refugees in the late Bronze Age. The Cyprus that emerges in the early Iron Age is predominantly Greek in pottery and inscription. So, at least from 11th century BC.

As for why, the Late Bronze Age collapse happened, and it destroyed the Mycenaean kingdoms and the Hittite Empire.
