Why is Virginia the only US state with enclaved counties?

Are your referring to the fact that VA has cities independent of their surrounding counties? That is indeed unique to Virginia (I think) and on a map it looks like tiny counties surrounded by bigger counties. But those smaller entities are cities, not counties.
