Most of Japan's leaders from the Second World War were prosecuted and punished for their conduct during that war. However the Emperor, who appeared to be involved in many major decisions during the war, wasn't prosecuted. On wikipedia, the only explanation is that he was spared to "maintain continuity". There must be more to it than that?
