The poster's got nothing to do with WW2, it's not even from the right decade. It's a wanted poster dated June 1971 (昭和四六年六月) for two men who robbed a bank in Sendai. The one on the right with glasses is Uegaki Yasuhiro (植垣康博), age 22, and the one on the left is Bando Kunio (坂東国男), age 24.
