There was most certainly a link between the ancient religions and government structure. I would imagine that references to the gods can be found for both arguments. I know that , in Rome, the change to monarchy was largely fueled by tyranny and abuse of power. This clearly echos the countless stories about archaic Greek tyrants, whose downfall could be attributed to the abuse of their subjects. Of course this theme is also very present in ancient mythology. The gods would often punish these types of tyrants mercilessly even though their behavior was sometimes mirrored by members of the pantheon themselves. A curios thought though.
