I cannot do your homework for you, but I can and will point you toward some better information about the Dao and Daoism.
First - If you are comparing something from the analects to something "daoist" then you are really talking about comparing Confucius with the Lao-Zhuang Dao - that is, Laozi and Zhuangzi as "Daoism". You are not talking about the ascetic tradition, which arose later with a whole host of religious and necromantic practices, a full 700 years after Laozi's putative lifespan.
So, you should look at the Laozi and the Zhuangzi for passages that deal with governing and guidance. Both are available in several different forms on the interwebs. You will not have to search long to find passages on governance.
