In the 1929 Soviet documentary 'Man With a Movie Camera' we see people at a shooting gallery towards the end of the film. One of the targets is a dummy with a swastika on its forehead and a sign on its chest that says 'The Father of Fascism.' Why would this exist? Was the swastika just a generic fascist symbol before the Nazis came to power? If it doesn't represent the Nazis or any other close fascist organization, what is it?

The swastika does represent the German Nazi party which was founded in 1919 and by 1923 had staged an unsuccesful coup that sent Hitler to prison but at the same time earned him international fame and increasing popularity in Germany. In 1925 Mein Kampf was published and by 1930 the NSDAP was the second largest party in the Reichstag.
Fascism had been perceived as a growing threat by the communists since Mussolini came to power in 1922.
So there is really nothing odd about this scene.
