Were any scholars troubled by the terms of the treaty? Did people fear the rise of a "Japanese Hitler"?

I'm not an expert, but how exactly did Japan "not start" the war? They weren't pulled in by a chain of alliances like Germany in WW1, they had been at war with China since 1937 in a conflict they started and attacked America at Pearl Harbour.
