Yes and no.

Essentially, Rome assimilated religions as it expanded. Being a pagan, polytheistic religion, it had gods to represent a wide range of things. When it assimilated gods who were similar to ones it already had, the names of these gods would sometimes get combined in the areas where they overlapped.

So the (pre-Constantine) Romans saw it as there being a god for everything. They would probably say they were the same gods with different names which were simply previously unknown to them, or simply known by different names in different places.
