There is lots of literature on the economics of building castles and cathedrals but I want to know how the common buildings were funded. I know that some towns were laid out to start but I can't tell if this means a local lord built all of the buildings (houses, blacksmith shops), or left spaces for individuals to come and build with their own resources.
How much was the local lord in control of the growth of the towns/cities? I know there was a lot of diversity, but I can't find any direct information on this thanks!

Western Europe(France, England maybe?), 1000-1300. I know that is big range but I need a base to start from. I was taught that the dark ages lasted until about 1000, but now I realize this is termed the early middle ages. So my original question above should of been for the High Middle Ages.
