To answer your question, no. Newfoundland became a Dominion and was granted Responsible Government in 1907 (i.e. that put it on the same level as the rest of Canada at the time, effectively self governing with the U.K. handling their foreign affairs). However the Government of Newfoundland had serious financial issues so it asked the U.K. to take over and in 1934 Newfoundland went from being a self governing Dominion back to being a British colony.
