You should be careful with loaded/value based questions like this. I assume that you mean which state would have offered a woman the most western-style freedom but you asked for "the best" which is completely subjective and cannot be quantified without value judgements, which most people would be hesitant to make. Who is to say that western woman currently have the best way of life now? Maybe the best way of life was to live as a greek priestess of some sort. Its religiously fulfilling, relatively secure and you have work. You cannot experience what life for a woman in that position was like, no one can unless you read many first hand accounts, diaries, of these women. You cannot judge on what is better and what is not. That is what the very early historians and anthropologists did when they called native tribes of Africa and the Americas "savages". Value judgements like that have been pretty much totally tossed aside in the modern context as they are inherently problematic and subjective.

I would reccomend you rephrase your question to better reflect what you really want answered. Something like "Which Greek states offered women the most economic freedom or personal freedom?" may get you the answer you desire.
