It's what is called a Livery Collar, or Chain of Office. Basically a man chosen to hold high office was given a badge showing that he had the authority to carry out his duties. This badge was hung on a chain so as to be sturdy, but as time went on the whole ensemble became more and more ornate until eventually lords and courtly officials were wearing significant amounts of bling to signify their offices.
