You're confusing "Nazi" with the average German soldier in WWII. These were not synonymous.

Second, you are also confusing "Nazi" with "Nazi war criminal". War criminals are sought so they can be brought to justice for the war crimes they committed, and simply being a member of the Nazi Party does not necessarily warrant prosecution.

Those still being pursued today are not typical foot soldiers. Many were members in the SS (regarded by international law as a criminal organization; this can be contentious with groups like the Waffen SS, many of which were combatants) and served in the labor/extermination camp apparatus (which was voluntary).

Thanks for the clarification, I was just confused after watching a documentary that interviewed both ex-camp guards and prisoners. This particular survivor told the story of hunting down guards and either killing or turning them in... And I was under the impression that perhaps not all guards had the choice to be there or not.
