I bought this flag from an old Russian guy for more money than I'd like to admit. He said that it was given to the best worker in a factory, who got to keep it in his home for a year until it was given to someone else the next year.

I'm unable to fully translate what it says, even with Google's help, so I thought you might be my saving grace.

I was able to get many of the characters, to hopefully make the translation process easier.
