Not to my knowledge. The main argument following the Civil War was how to get the Southern states back into the Union as states. President Lincoln had a plan drawn up where ten percent of the population could take an oath of loyalty and then be readmitted. Lincoln obviously died, leaving President Johnson in charge, who was fairly lenient. Congress, however, took over the entire process of Reconstruction, and believed the rebelling states should be "punished."
