Why didn't Britain and France support the Spanish Republic as much as Germany and Italy did the Fascists?

This is likely why the policy of appeasement was pursued up until the invasion of Poland and even then they didn't declare war until three days later when they dropped 'peace' leaflets on the German army to encourage a treaty.
