In terms of absolute power, I'd say it was a draw. Both countries removed their respective weapons that were too close for comfort in the other country's region, which put both countries back at square one before the Jupiter missiles were in Europe to begin with.

However, in terms of perceived power, I would argue that the US won the Cuban Missile Crisis. This is because the removal of missiles from Italy and Turkey came about as a result of secret negotiations, which made the whole ordeal a public embarrassment for Khrushchev and the USSR overall. The Cuban Missile Crisis proved to be the beginning of the end for Khrushchev's leadership of the USSR, while Kennedy is to this day widely applauded for his handling of the crisis.
