I'm trying to grasp how we look at these events. What concepts are being applied that make Europe responsible for plagues arriving in the new world that are not applied to other peoples when discussing the black death?

Says who? I've never seen anyone saying the plague developed in Europe or was somehow Europe's responsibility. Do you have sources for this?

What are you asking here? That the Europeans introduced diseases or that they intentionally introduced diseases? Regardless, there's a lot in the FAQ about it.
