Former Swedish minister Carl Bildt is rather unique in that context (so far as I know) and while this is in violation of the 20-year rule I would argue that it is sufficiently well documented and relevant to this particular question to warrant an exception. He was Prime Minister of Sweden from -91 to -94 and High Representative for Bosnia and Herzegovina from -95 to -97 (effectively, head of state).

While this was indeed a case of a country gaining independence, it wasn't as if Carl Bildt was a former Yugoslavian politician (which is what I assume you meant with the exclusion of countries gaining independence).
