the following link states that "... Then the Central Committee decided to cancel the Soviet computer program and to steal american computers (1972). The plan was to copy American computers and mass produce them. ..." Is it true? Also is this the reason that Russians couldn't make a decent rocket for a man made mission to the moon?

What was the name of the fluid-based Soviet experimental computer?
Did Soviet scientists attend international science conferences?
Lastly, there are a few posts on the Soviet space program (including the issue of a moon landing) in this section of the FAQ. Incidentally, there have been many more posts asking about this issue, so you may find more info running a few searches for "soviet moon" / "ussr moon" / "russia* moon", although I don't recall offhand whether responses mentioned anything on computer technology.
