I realise this may not be possible to answer but I'm going to ask it anyway.
I noticed that the 1983 Greater London Area War Risk Study (GLAWARS) in it look at preparing the capital for nuclear war looks at the possibility of conventional air attack.
That and the fact that in Protect and Survive they used the phrase "air attack" raises a question. Did the British Government had any official policy in the event of ww3 towards the possibility of conventional air bombing?
I realise that such events would be very limited and could be mixed into the beginnings of a limited nuclear war but does anyone have any information?
Your best bet would be to look at the planning for the cancelled 1982 "Hard Rock" exercise. This assumed a 2-3 day conventional war in Europe followed by a nuclear strike. When this compares to the "square leg" exercise of 1980 you see population losses drop from 29million dead to 8 million dead. The UK intended to treat a conventional war in its early stages as if it would escalate into nuclear war.
